Fannin County Commissioners Court accepts bid for scaffolding at courthouse

Fannin County, Texas -- Fannin County Commissioners Court implemented an outdoor burn ban, approved the county budget for fiscal year 2019-2020, adopted the tax rate for FY 2019, approved the operating plan and business plan for Lake Fannin, and accepted a bid for scaffolding needed to restore the 1888 Fannin County Courthouse during a regular meeting held Tuesday, September 17, 2019.

All five members of Fannin County Commissioners Court were present and the invocation was given by Rev. Stuart P. Courtney of Bethlehem Baptist Church.

Pledges were led by Maj. James Manis.

In public forum, Malinda Allison said that a $19,000 grant had been secured from USDA to help install air conditioning at Fannin County Museum of History. Ms. Allison noted that Fannin County Judge Randy Moore, a former USDA biologist, had been instrumental in the process and stated that the total cost of the project would be approximately $35,000.

Fannin County Treasurer David Woodson reported that receipts for August totaled $527,738.46. Commissioners approved the treasurer's financial report for August.

Mr. Woodson informed commissioners that interest in the county's nine TexPool accounts totaled $7,815.52 and the balance in those accounts is $4,245,549. Interest in the ICS account was $4,671.51 and that balance is $5,342,665.27. 2018 Go Bonds accumulated $11,160,17 in interest resulting in a balance of $6,326,605.99. Operating business money funds drew $2,448.93 in interest and that balance is $1,021,608.48.

Fannin County Commissioners Court approved the treasurer's investment report for August.

 Commissioners approved the short plat of an 8.828-acre tract on County Road 3040 in Bonham, which is platted for three lots.

Commissioners approved a one-time severance to remove 3.361 acres from a 54.12-acre tract on County Road 1255 in Savoy.

Commissioners approved a one-time waiver of Fannin County Subdivision Regulations for Bar D Ranch Estates to allow for an asphalt road instead of chip seal pavement, with the stipulation that the road will be examined in one year to verify it is satisfactory before the county assumes responsibility to maintain the road.

The following agenda item initiated a discussion regarding the responsibilities and membership of the Fannin County Subdivision Committee.

"We're simply an advisory committee," explained committee chair Jim Simpson.

In it's current capacity, the subdivision committee has a limited scope of responsibility and that may have been a contributing factor to low attendance at monthly meetings held in the Jury Room in the District Attorney's office, located at 800 East 2nd, Bonham, Texas.

"The monthly meetings need to be informational," stated committee member Jarrett Tucker. "If I'm making a decision, I want to make an informed decision."

Because of the large number of subdivisions going into Precinct 2, Fannin County Precinct 2 Commissioner A.J. Self will be replacing Fannin County Pct. 3 Commissioner Jerry Magness on the Fannin County Subdivision Committee.

 Commissioners voted to retain Allison, Bass and Magee, LLP for redistricting services for the 2020 Census.

Commissioners approved the lease of a 210 Series Excavator with Thumb for four weeks for the amount of $8,114.86.

By a 4-1 vote, commissioners adopted Fannin County Budget for fiscal year 2019-2020 and adopted a tax rate of 0.589 per $100 valuation for tax year 2019, which is the same rate that was adopted for the 2018-2019 tax year.

Fannin County Pct. 4 Commissioner Dean Lackey cast the dissenting vote and expressed concerns that the county enjoyed the largest revenue increase over the previous year in the history of Fannin County, yet offered no tax relief in the form of a lower tax rate.

"Next year, there won't be an option," Commissioner Lackey said in reference to Senate Bill 2, which will force taxing entities that are experiencing significant growth to lower the tax rate or face the consequences of a rollback election.

Lackey pointed out that the county had $2.2 million in reserve in 2011 and managed to grow reserves to $5.8 million in 2017 before expenditures trimmed reserves to $4.9 last year, which is well within the parameters recommended by the external auditor of keeping 25% of the annual budget in reserve. Actually, the county has been maintaining approximately 40% of the annual budget in reserves.

"And we've done a lot of good things like pay off the old jail early and buy a county Extension building while we grew reserves," Lackey stated, expressing dismay that the county collected in excess of $1 million more in revenue this past year without continuing the trend of completing one major accomplishment each year.

"I think this budget is one of the worst budgets we've done," remarked Lackey. "If we couldn't manage to get any cuts this year, I'm sure glad we had $5 million in reserve."

 Commissioners accepted Turner Construction’s recommendation to award Upright Industrial Group for Scaffolding scope of work for the Fannin County Courthouse Restoration Project in the amount of $55,046.

Commissioners approved the removal and relocation of a historical monument dedicated to Fannin County soldiers serving in the Spanish-American War from the courthouse grounds to Fannin County Museum of History.

In the segment of the meeting reserved for comments by commissioners and the county judge, Commissioner Gary Whitlock had no comment, Commissioner A.J. Self thanked the audience for attending and displaying patience during a long meeting, and Commissioner Dean Lackey said that Fannin County had received the largest sales tax check in the county's history, but he warned that local residents could get taxed out of the county if more effort isn't made to recruit businesses and resume rail traffic. Fannin County Judge Randy Moore noted that we were coming to the end of the county's fiscal year and he reiterated that we must all learn to live in unity.

Fannin Lake located in Fannin County, Texas is currently under the control of the United States Department of Agriculture, Forest Service (USFS) and is leased to Fannin County, Texas on a 30-year lease. This Operating Plan is in accordance with said lease dated October 1, 2018.

Historical Background

The Lake Fannin Organization Camp was added to the National Register of Historic Places in 2001.

The Lake Fannin Organization Camp, built between 1936 and 1938, was the first Resettlement Administration (RA) project of its size in the United States and the only one of its kind in Texas attributed to the RA. Planning began in 1933 or 1934, under the direction of Fannin County RA director Malcom Campbell. At the time, soil depletion and erosion had rendered much of the agricultural land in north Texas useless. In an attempt to halt the erosion of soils, an existing lake on the property was drained and a new, larger lake was built. Construction of this dam began in early 1936, and by the fall of that year, ten of the sixteen overnight cabins had been completed. The entire complex was completed by January of 1938. The camp is significant in the area of Politics and Government in that it is representative of New Deal era public works projects. An account in the June 23, 1936 issue of the Bonham Daily Favorite attributes the authorization of this project, along with several others in Fannin County, to the efforts of Congressman Sam Rayburn, further enhancing its significance in this area.

The camp layout, architectural and design elements and building materials are all distinctive to planned landscapes created by federal public works projects during the 1930s, thus the camp is significant in the area of Landscape Architecture. The camp possesses significance in the area of Conservation as an example of the successful effort in the reclamation and conservation of badly eroded, unproductive sub-marginal agricultural lands. The selection of this particular site for this camp was predicated on the desire to stem the ravaging effects of soil erosion, caused by many years of agricultural overuse and compounded by dramatic shifts in weather patterns resulting in what is termed the "Dust Bowl era."

The camp is also significant in the area of Entertainment/Recreation, as it provided the residents of Fannin County an important recreational resource that was not available prior to its construction.

The land for the Lake Fannin Organizational Camp was originally purchased by the city of Bonham in 1900 for the purpose of constructing a country club. By 1930, a small lake had been constructed, but further development was delayed when the local economy worsened; the small dam eventually burst and the lake dried up, becoming a catch basin for soils being eroded from the adjacent hillsides. The main goal of the RA Land Utilization Project at this location was to halt the erosion, restore productivity for lands that were sub-marginal for agricultural production, and, in the process, provide an opportunity for meaningful employment and enjoyable recreation experiences for the citizens of Fannin County. The newly constructed 75-acre lake, with its lodge, overnight cabins and other amenities, quickly became the focal point of the area, but it was the terracing and revegetation of the surrounding hillsides that eventually halted the erosion and restored the land. Lake Fannin became a popular leisure spot, even before the construction of all facilities was completed. By the summer of 1940, the complex would receive hundreds of visitors per weekend.

Lake Fannin faded in the 1940s with the creation of huge Lake Texoma in adjacent Grayson County. It was closed to the public in 1954, through the 1970s. In 1989, only an onsite caretaker was on hand to keep vandals at bay and in the early 1990s, the caretaker vacated.

Objective

To protect, stabilize, preserve, restore and reconstruct the structures and surrounding park grounds of the Lake Fannin Historical Site.

Vision

To obtain the funds necessary to restore and maintain the Lake Fannin Historical Area; this would allow for the residents and visitors of Fannin County and North East Texas to have a usable recreational venue which includes camping, fishing, hiking and other outdoor sports.

Facility Use and Services

Lodge

The Lodge in the Historical Area can be rented for special events. All rentals require a member of the Lake Fannin Volunteers to be on site to supervise during the course of the event. This includes preparation, event and clean up. If alcohol is served, a Deputy of the Fannin County Sheriff's Department must be on site for an additional fee.

Camping

The camp sites are currently closed until clearing of the camp sites and renovations to the latrine facilities are completed. When the structures and camp areas are restored, they will be used for camping, hiking, biking and other outdoor sports.

Health and Safety Information

Health

All personnel serving food to the public will have an updated food handler¡¦s certification. This includes volunteers, vendors with food for sale and charities with food for sale to the public.

- Fire and safety orientation will be held annually along with emergency evacuation procedures

- County Fire Marshall will perform annual on-site inspections

- No outside camp fires are allowed anywhere on the Lodge grounds

- When opened to the public, campfires will only be allowed in the designated campfire area

Security

Lake Fannin maintains a close working relationship with the Fannin County Sheriff's Department. The main gate is closed and locked from late evening to early morning and remains locked unless special events are scheduled. A security camera system is being installed and will be monitored by the Fannin County Sheriff¡¦s Department.

Wildlife

Harassment of the wildlife will not be tolerated. This includes approaching, handling, feeding or contact of any kind. The wild hogs are dangerous and can be unpredictable, but by far the most dangerous hog in the woods is a sow with young pigs. This situation is best handled by leaving the area in the direction opposite of the grown hogs. DO NOT TRY AND CATCH ONE OF THE PIGLETS!

Pets

Pets will be allowed on a 6-foot leash and must be controlled by an adult at all times. At no time will pets be allowed to be tied up. Pets are not allowed in the lodge or cabins. Pet waste (feces) must be picked up immediately and disposed of in the proper containers.

Attachment A ¡V Lake Fannin Repair, Restore, and Renovate Work and Maintenance Plan

Category 1: Buildings and Structures

Lodge: Repairs necessary to make the building water and weather tight. This includes, but is not limited to, roof repair and/or replacement, building dry rot and termite damage, paint as necessary and other items necessary to improve or maintain the structure.

Caretaker's Cabin: Repairs necessary to make the building water and weather tight. This includes, but is not limited to, roof repair and/or replacement, building dry rot and termite damage, paint as necessary and other items necessary to improve or maintain the structure. Repair water damage inside of cabin and necessary repairs to improve the livability of the structure.

Latrines: Work necessary to bring the latrines up to health standards. Improve area surrounding latrines to allow guests to utilize the facility. This includes, but is not limited to, restoration, rebuild and other items deemed necessary for utilization.

Executive Summary

Lake Fannin is a reservoir located just 14.1 miles from Bonham, in Fannin County, in the state of Texas, United States, near Ivanhoe, Texas.

The historical area of the park is approximately 197 acres in size and was built between 1936 and 1938 as part of the New Deal public works projects. Fannin County has a 30-year lease through the United States Department of Agriculture, Forestry Services.

Lake Fannin Park was added to the National Register of Historical Places in 2001 and renovations and repairs in the historical areas of the park are monitored by the Texas State Historical Commission.

The Fannin County Lake Fannin Board was created in May 2019 to establish a common vision for the park. The vision for Lake Fannin Park is to restore and maintain the Lake Fannin Historical Area in order for the Park to be a usable camping and recreational venue for the citizens of Fannin County.

At present, the land is part overgrown shrubs and un-maintained grassland, with areas of wet ground and mature trees. There are poor quality camp sites and dilapidated primitive cabins on the site, which are currently not usable for the public. There is limited public access at present due to overgrowth and overall conditions of the park. The only usable building is the Lodge which is rented to the public for private events. Introduction

Lake Fannin, created in 1938, was the pride of Fannin County in the 1940¡¦s. Many thousands visited Lake Fannin during the summer months, played in its inviting waters, danced in its lodge,

breathed in its invigorating air and went home refreshed. Many senior residents of Fannin County remember the fun and family reunions held out at the lake with visitors from all over the world. Although there are many historical pictures and references to the popularity of Lake Fannin, many younger residents have never even seen Lake Fannin due to the closing of the Lake to the general public by the US Forestry Service in 1954. Fannin County, along with the Lake Fannin Wilderness Park, Inc., intend to restore the park to its former glory and once again open the Lake and Park to the residents and visitors of Fannin County and North East Texas.

Lake Fannin is a reservoir located just 14.1 miles from Bonham, in Fannin County, in the state of Texas, United States. Lake Fannin is one mile west of the junction of County Road 2025 and State Farm to Market Road 2554, Caddo National Grasslands, Duplex, Texas.

Description of Facilities and Services

The Historical designated area of Lake Fannin consists of 197 acres, with the lake covering 45 acres. Existing buildings include a Lodge that is currently available for event rentals, a caretaker¡¦s cabin, 11 primitive cabins with fire pits, a bath house and toilet facilities. There is fishing, non-motorized boating and canoeing, hiking and bicycling. Improvements must be made on the caretaker¡¦s cabin, primitive cabins, bath house, toilets and camp sites prior to being useable to the public.

Personnel Plan

- Secure a full-time resident caretaker. The caretaker will occupy the caretaker's cabin with utilities included at no cost for services to the park.

- Continue to have a working relationship with the Lake Fannin Volunteers for maintaining the park grounds.

- Establish creative ways to recruit new volunteers from among community resources.

Financial Analysis

Funding

Current funding is not sufficient to meet the Park¡¦s repair, restoration, maintenance and operational needs. Lake Fannin is committed to finding innovative revenue sources for the critical and much needed ventures of the Park.

- Establishing a Trust Account. This would be a long term means where only the interest is utilized and the principal stays solvent. These funds could be used for fixed accounts, such as restoring a building or improving a road. No personnel cost could come from this account.

- Grants from private and government entities. These types of funding are usually for short term assets for a specific area of interest by the grantee.

- General fund raising. Funds are generally available for the operational cost of running the park. These funds could be utilized for maintenance, repair, restoration and personnel cost.

- Targeted fund raising. Funds utilized for a specific area.

- Financial Partnership. Seek financial partnership through share-use of facilities and sponsorship.

- Generated Revenues. Funding generated from the rental of facilities and camp sites, gate fees, and special paid events. This type of funding is very unpredictable, seasonal and is based on the amount of paid visitors to the Park.

Expenditures

Expenditures cannot take place until a funding source has been established. The ongoing expenses for utilities and miscellaneous costs have been paid with funds that have been generated through the occasional rental of the Lodge and through public donations to the county.

Strengths, Weaknesses, Opportunities and Threats

Strengths. Large water surface area, fishing; variety of camping experiences; hiking and biking; scenic views.

Weaknesses. Aging and unusable facilities; camping area and grounds overgrown; lack of toilet and bath facilities; no full-time caretaker or park personnel; no docks; over grown hiking and bicycling trails.

Opportunities. Partner with local and government entities with vested interest in developing park trails and facilities; families wanting to spend more time in the outdoors and back to nature; growing market of hikers and cyclist.

Threats. Lack of funding for facilities and maintenance; utility cost; keeping up with inflation and rising construction cost; funding unpredictable.

Conclusion

The conservation of Lake Fannin as a historical site, and the preservation of such beautiful, natural and sensitive land is one of the biggest priorities. In addition, working to integrate public access for the purpose of providing individual and family recreation is also of great importance. The opportunity is there to give this treasured land back to the citizens of Fannin County, but long-term funding resources are critical for implementation.
