6. OLD BUSINESS

6.1 Discuss and take action regarding the recommendation from City Engineer and the Planning and Zoning Board regarding the Preliminary Whispering Winds Plat located outside city limits HEI Job#152001-86.02. The City of Tom Bean has agreed to adopt the Grayson County Thoroughfare Plan, so they would both recommend that the City abide by that plan.

7.2 Report from Public Works Director – Steve Dane
Water Pumpage, Leaks, New Well Construction, Wastewater Plant, Whitemound Well, Downtown Well.

7.3 Report from Utility Clerk – Helen Jump
Water billing, E-bills, and Bad Debt Collections.

7.4 Report from Court Clerk – Tammy Phillips
Quarterly Reports, Activity Report and Trials.

7.5 Report from Police Department – Chief Tim Green
Fuel Consumption, Personnel Events, and Statistics.

7.6 Report from Mayor – Sherry Howard

Ribbon cutting for Citiwide Real Estate on Wednesday, 8/28 at 9:00 a.m., Ground breaking ceremony for Holley Grove addition on Friday, 8/16 at 8:00 a.m., Update on Region 10 fiber optics effort, Update on Sidewalk Grant.

8. CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember requests an item be removed and considered separately.)

8.1 To approve Minutes of the Special Session meeting held on July 8, 2019.

8.2 To approve Minutes of Regular Session meeting held on July 22, 2019.

8.3 To approve Minutes of the Special Session meeting held on July 29, 2019.

8.4 To approve Financials for July 2019.

9. NEW BUSINESS

9.1 Discuss and take action regarding Agreement for Fire Protection Services between the City of Tom Bean and the Tom Bean Volunteer Fire Department for a yearly fee of $10,000.00.

9.2 Discuss and take action regarding Resolution 2019-10 Temporary Traffic Closure during Autumn Nights.

9.3 Discuss and take action regarding Agreement for the Temporary Closure of State Right of Way.

9.4 Discuss and take action regarding the proposed tax rate of .535992 for fiscal year 2019.

10. EXECUTIVE SESSION

Council may adjourn to Executive Session in accordance with Chapter 551, Government Code, V.T.C.S. (Open Meetings Law), “The City Council Will Now Hold a Closed Executive Meeting Pursuant to the Provision of the Open Meetings Law, Chapter 551, Government Code, Vernon’s Texas Codes Annotated, in Accordance with the Authority Contained in the Following Sections:

10.1 Section 551.074 Personnel Matters: to discuss job duties and job responsibility for Municipal Court Clerk.

11. RECONVENE into Regular Session and Consider Action, if any, on items discussed in Executive Session.

12. COUNCIL COMMENTS regarding recognition of community members, city employees, and upcoming events.

13. ADJOURN
