REGULAR MEETING

REGULAR MEETING AGENDA
Call to Order
1. Consider and take action to approve the minutes of the May 11th regular meeting.
2. Consider and take action to accept the financial report for the month ending May 31, 2026
3. Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council
from considering deliberations on any item not listed on the posted City Council Agenda.]
4. Presentation of plaque to Employee of the Quarter.
5. Consider and take action to appoint an individual to the Texoma Area Para-transit Board of Directors (TAPS).
6. Consider and take action to appoint or reappoint individuals to the Airport Advisory Board.
7. Consider and take action to reappoint Christina Tillett to the Texoma Community Center Board of
Trustees.
8. Hold public hearing and consider and take action on an ordinance amending Ordinance 1467 providing for a fee schedule for solid waste collection services inside the city and at Lake Bonham.
9. Hold public hearing and consider and take action on an ordinance authorizing the Issuance of City of Bonham, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2026, in the principal amount of $4,335,000 to fund Water System Improvements and awarding the sale of such Certificates of Obligation to the Texas Water Development Board; and resolving other matters relating to the subject.
10. Consider and take action to adopt a Resolution authorizing an application for Financial Assistance
from the Texas Water Development Board.
11. Hold public hearing to consider testimony and act upon an Ordinance amending Ordinance 1497 designating a geographic area that is within the corporate limits of the City as a reinvestment zone, to be known as Reinvestment Zone Number Three, City of Bonham; describing the boundaries for the Zone; creating a Board of Directors for the Zone and appointing Directors to the Board; establishing a Tax Increment Fund for the Zone; containing findings related to the creation of the Zone; providing for a date of termination for the Zone; providing that the Zone take effect immediately upon the passage of the Ordinance.
12. Hold public hearing in accordance with Section 372.009, Local Government Code, regarding the proposed creation of the Legacy Ridge Public Improvement District.
13. Consider and take action to adopt a Resolution of the City of Bonham, Texas Authorizing and Creating the Legacy Ridge Public Improvement District in Accordance with Chapter 372 of the Texas Local Government Code; Providing for Related Matters; and Providing an Effective Date.
14. Hold public hearing to consider testimony and act upon an Ordinance designating a geographic area that is partially within the corporate limits of the City and partially within the extraterritorial jurisdiction of the City as a reinvestment zone, to be known as Reinvestment Zone Number Four, City of Bonham; describing the boundaries for the Zone; creating a Board of Directors for the Zone and appointing Directors to the Board; establishing a Tax Increment Fund for the Zone; containing findings related to the creation of the Zone; providing for a date of termination for the Zone; providing that the Zone take effect immediately upon the passage of the Ordinance.
15. Consider and take action on an ordinance establishing rules, fees, occupancy limitations, and operational regulations for camping and recreational vehicle use at Lake Bonham recreation areas.
16. Consider and take action to approve a sub-agreement with Fannin County for the Rural Ambulance Grant Program.

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
