Bonham ISD
A Regular Meeting of the Board of Trustees of Bonham ISD was held Monday, May 20, 2013, beginning at 5:00 PM in the Bonham ISD Administration Center, 1005 Chestnut Street, Bonham, Texas 75418.
1. Call to Order
The meeting was called to order at the Bonham ISD Administration Office at 5:03 p.m. by Lance Davis. A quorum was present.
Members present for the meeting: Chad Burnett, Lance Davis, Sean Floyd, Monica Kissling, Dawn Nichols, Todd Orsak, Jim Simpson and Dr. Marvin Beaty, Superintendent.

4. Executive Session, Govt. Code 551.074
The Board entered into Executive Session at 5:05 p.m.
The Board returned to open session at 5:50 p.m.
A. Discussion of personnel matters pertaining to evaluations, duties, terminations, replacements, reassignments, hiring, and additions to the staff.

B. Pursuant to Texas Gov't Code 551.071, private consultation with District's attorney
C. Pursuant to Texas Government Code § 551.071, consultation with District’s legal counsel concerning legal and procedural issues related to the rescinding of a reduction in force.
D. Pursuant to Texas Government Code § 551.074, deliberations regarding Superintendent’s recommendation to propose nonrenewal of teacher’s term contract.
E. Pursuant to Texas Government Code § 551.071, consultation with District’s legal counsel concerning legal and procedural issues related to proposed nonrenewal of teacher’s term contract.
5. Action Item - Consider approval of items listed in Executive Session
Related to item 4C , Monica Kissling moved that the Board rescind the reduction in force voted in on May 6th and Chad Burnett seconded.
Motion carried 7-0.
6. Action Item - Consider and take possible action regarding Superintendent’s recommendation to propose nonrenewal of teacher’s term contract
No action taken.

14. Consent Agenda
All items on the Consent Agenda are considered to be routine and will be enacted with one motion. The will not be separate discussion of these items unless a Board member requests that an item be withdrawn for individual consideration. The remaining items shall be adopted under a single motion and vote.

B. Consider approval of the 2013-2014 amended budget
C. Consider approval of substitutes: Theodore Dettmer, Shannon Wagstaff
D. Consider approval of tax credits, supplements and delinquent tax collection for April 2013
E. Consider approval of financial statements and bills payable for April 2013
Motion made by Chad Burnett and seconded by Sean Floyd to approve the consent agenda.
Motion carried 7-0.

16. Action Item - Consider and possibly approve Drug Testing Policy and Procedures
Presenter: Dr. Marvin Beaty
Motion made by Chad Burnett and seconded by Jim Simpson to approve Drug Testing Policy and Procedures for the 2013-2014 school year.
Motion carried 7-0.
17. Action Item - Discuss and possibly create an Ad Hoc Committee of three board members, Superintendent and Director of Operations to discuss and review options for capital projects
Presenter: Lance Davis
Ad Hoc Committee members to discuss and review options for capital projects will be: Lance Davis, Dawn Nichols, Sean Floyd, Dr. Marvin Beaty and Bill Wakefield.
A. Committee will be tasked with bringing recommendations back to Board of Trustees
18. Action Item - Discuss and possibly appoint Ad Hoc Committee of three board members to review the BISD Board Operating Procedures
Ad Hoc Committee members to review the BISD Board Operating Procedures will be: Todd Orsak, Lance Davis and Chad Burnett.
A. Committee will recommend to the Board necessary changes
19. Action Item - Consider and possibly approve position of Instructional Coach/GT Coordinator for Finley-Oates Elementary
Motion made by Sean Floyd and seconded Dawn Nichols by to approve the position of Instructional Coach/GT Coordinator for Finley-Oates Elementary.
Motion carried 7-0.
20. Action Item - Consider and possibly approve independent firm to perform the required annual financial audit for Bonham ISD
Presenter: Miranda MacDonald
Motion made by Chad Burnett and seconded by Monica Kissling to approve McClanahan & Holmes as the independent firm to perform the required annual financial audit for Bonham ISD.
Motion carried 7-0.
7. Recognition of the Kool After School program
Presenter: Millynn Teal
Nine 1st – 3rd grade students from the Kool After School program read to Board Members and Judge Spanky Carter.
8. Recognition of Ana Perez and Clarrisa Hernandez-Ibarra for winning Sherman Earth Day Festival artwork contest

9. Recognition of Gabriela Chavez for her artwork being chosen for the 2-1-1 Summer Activity Guide

1. Average Daily Attendance Update - 96.36% for April 2013 Finley-Oates Elementary School had best attendance for the month of April 2013 with 96.85% in attendance.
2. BHS Graduation - Friday, June 7th, 8:00 p.m. @ Warrior Stadium Board members report to fieldhouse at 7:30 p.m.
3. BISD Employee Awards Luncheon Friday, June 7, 2013, 1:00 p.m. Bonham High School Cafeteria

21. Budget - Public Hearing
A. Proposed Bonham ISD budget for 2013-2014
A public hearing was held in which Miranda MacDonald presented the 2013-2014 school budget.
22. Tax Rate - Public Hearing
A. Proposed Bonham ISD Tax Rate for 2013-2014
A public hearing was held in which Miranda MacDonald presented the reduced tax rate of $0.1515.
