THE BONHAM CITY COUNCIL WILL BE MEETING FOR THE PURPOSE OF

REGULAR MEETING
DATE OF MEETING: June 9, 2025

TIME OF MEETING: 5:30 P.M. – Regular Meeting
LOCATION OF MEETING: Bonham City Hall – 514 Chestnut

REGULAR MEETING AGENDA

Call to Order

1. Consider and take action to approve the minutes of the May 12th regular meeting.

2. Consider and take action to accept the financial report for the month ending May 31, 2025.

3. Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]

4. Presentation of plaque to Employee of the Quarter.

5. Consider and take action to accept the audit and financial statements as prepared by McClanahan & Holmes, LLP for fiscal year ending September 30, 2024.

6. Consider and take action to approve an agreement between the City of Bonham and KSA Engineers, Inc. for professional services for the 2025 WLAF Bonham Water System Improvements.

7. Consider and take action to appoint or reappoint individuals to the Airport Advisory Board.

8. Consider and take action to authorize city staff to release a Request for Qualifications (RFQ) for Engineering Services relating to Capital Improvement Projects at Jones Field Airport.

9. Consider and take action to authorize staff to coordinate the disposal of various assets through GovDeals online auction services.

10. Hold public hearing and consider and take action on an ordinance amending Ordinance 1429 providing for a fee schedule for solid waste collection services inside the city and at Lake Bonham.

11. Hold public hearing and consider and take action on an ordinance to rezone 5.0± acres located on the east side of Albert Broadfoot Street, 80± feet north of County Road 1565 from Light Industrial District (LI) to Heavy Industrial District (HI). Portion of Property ID #121478.

12. Consider and take action on a resolution to approve a Revised Site Plan, Vector Bonham Facility Expansion. Portion of Property ID #121478.

13. Consider and take action to adopt a Resolution approving a Development Agreement with KS1 Investments, LLC for a 366.313-acre development.

14. Pursuant to chapter 551, Texas Government Code, the Council will convene into closed executive session to discuss the following:

(A.) §551.072: Deliberate the purchase, exchange, lease or value of real property for which deliberation in an open meeting would have a detrimental effect on the negotiating position of the city with a third party.

15. Reconvene in open public session and take possible action on the matter discussed during closed session.

16. Adjourn

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its
attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
