THE BONHAM CITY COUNCIL WILL BE MEETING FOR THE PURPOSE OF

REGULAR MEETING
DATE OF MEETING: July 14, 2025

TIME OF MEETING: 5:30 P.M. – Regular Meeting

REGULAR MEETING AGENDA

Call to Order

1. Consider and take action to approve the minutes of the June 9 th regular meeting and June 16th special meeting.

2. Consider and take action to accept the financial report for the month ending June 30, 2025.

3. Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]

4. Presentation of Merit Award to Cody Trauer and Life Saving Award to Captain Elliott.

5. Hold public hearing and consider and take action on an ordinance amending Chapter 3 (Building Regulations) within the Bonham Code of Ordinances for the purpose of adopting Engineering Fees.

6. Hold public hearing and consider and take action on an ordinance amending the city’s Zoning Map and Zoning Ordinance by approving a Specific Use Permit for automobile repair, minor on .9 acres located on the west side of State Highway 121 and 535 feet north of W Russell Ave (Property ID 137217).

7. Consider and take action on a resolution to approve a Concept Plan, Fix & Feed Addition, Block A, Lot 10A. Property ID #137217.

8. Consider and take action to approve a Resolution suspending the July 31, 2025, effective date of Oncor Electric Delivery Company’s Requested Rate Change to permit the Steering Committee of Cities time to study the request and establish reasonable rates.

9. Consider and take action on a resolution approving (i) the Resolution of the Board of Directors of the Bonham Economic Development Corporation (“corporation”) authorizing the issuance of a promissory note to finance the costs of a project, and other matters incident and related thereto; (ii) a Sales Tax Remittance Agreement and Chapter 380 between the City and the Corporation; (iii) resolving other matters incident and related to the loan; and (iv) the authority of the Mayor to execute, on behalf of the City, a General Certificate of the City and the Sales Tax Remittance Agreement.

10. Consider and take action to approve a Right of Entry, Release, and Hold Harmless Agreement between the City of Bonham, Bonham Economic Development Corporation and Northeast Texas Rural Rail Transportation Authority.

11. Consider and take action to approve a Non-Aviation Ground Lease Agreement between the City of Bonham and Vector Systems.

12. Consider and take action to approve the Interlocal Agreement for E9-1-1 Public Safety Answering Point Services and authorize the Mayor to sign necessary documents.

13. Pursuant to chapter 551, Texas Government Code, the Council will convene into closed executive session to discuss the following:

(A.) §551.072: Deliberate the purchase, exchange, lease or value of real property concerning 36.698 acres of land, a part of the Mary Caldwell Survey Abstract Number 180 and a part of the Joel Anderson Survey Abstract Number 12, lying and being situated on the North side of Lake Bonham in Fannin County, Texas.

14. Reconvene in open public session and take possible action on the matter discussed during closed session.

15. Adjourn

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about
pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.

The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
