Appointed City Manager in October 2023 after serving as Interim City Manager, Henderson first joined the City of Anna in 2019 as Assistant to the City Manager. Since then, he has guided the organization through a pivotal chapter of growth and maturity.
“Ryan’s leadership came at a fundamental time in our city’s history,” said Mayor Pete Cain. “He guided Anna through a period of transformational growth while keeping our organization grounded in the values of service, integrity and community. He has been a dependable, humble leader who truly lived out our commitment to our neighbors.”
His time as City Manager saw Anna secure and execute some of the most consequential development agreements in the city's history. Under his leadership, the city finalized agreements with Liberty Hills, Sherley Farms, Oak Ridge, Ana Capri North, and Rockhill, adding more than 3,000 acres of planned residential and commercial development. These agreements not only expanded Anna’s footprint but ensured long-term fiscal health by eliminating the risk of Municipal Utility Districts (MUDs) and facilitating smooth annexation.
Henderson also oversaw the completion of several multi-million-dollar capital improvement projects that have reshaped the landscape of Anna. Among them are the Hurricane Creek Regional Wastewater Treatment Facility, Fire Station II, major roadway expansions and improvements on Rosamond and Hackberry, and enhancements to Slayter Creek Park. He was instrumental in advancing the vision and construction of the Anna Community Library, a soon-to-open, world-class facility that will serve as a cornerstone of learning and community. Numerous new parks and playgrounds have also been introduced under his watch, ensuring access to recreation and green space for neighbors in every corner of the city.
Within City Hall, Henderson was known for working together with staff to carry out the vision of the City Council. In a city facing immense fast-paced growth, Henderson’s steady leadership provided stability and clear expectations for staff. His approach empowered the organization to grow with confidence, trust the City Manager would provide a clear path forward, and hold fast to the City’s long-term goals.

It’s been a privilege to serve alongside colleagues who care deeply about our neighbors and about doing the right thing, the right way. I want to thank every single councilmember I had the pleasure to serve for and the vision they set forth.”
