Bonham, TX. A regular meeting of the Board of Trustees of Bonham ISD was held June 30, 2025, at the Bonham ISD Administration Center. Chance Roberts called the meeting to order at 6:00 pm. All board members were present.

Sean Floyd said he was proud of the turnout for summer conditioning, LaTonia Arris was pleased to see the alumni back in town and the demonstration of Bonham Pride. Roberts echoed these comments. He was pleased with the turnout for the all school reunion and seeing lots of boys and girls showing up for summer conditioning. Roberts also praised the maintenance department for responding quickly to the storm damage.

Board approved the Consent Agenda, which included minutes of previous meetings and financial reports.

The Superintendent Dr. Lance Hamlin reported that the district finished strong at the end of the school years. May attendance was 93.27% for the district and Evans won attendance award for May.
Hamlin said there were so many legislative updates that TSA will be rolling updates out through the course of the first semester. Hamlin said that the district will need to consider allowing homeschool students to come participate in activities and there will be funds available to help cover those costs. Hamlin said another bill will be limiting cell phone use and districts are trying to figure out what it means. Another bill requires the Ten Commandments to be posted in each classroom. Roberts noted that there has already been a court order that temporarily halts the Ten Commandments posting requirement until the Supreme Court can hear it.

Public Hearing was held for the 2025-2026 Budget. Alicia Coonrod reviewed several slides regarding the budget. She noted that the board would be passing a balanced budget, based on 1787 ADA. About 50% of the budget is designated for instruction. The district’s Fund balance is currently at $12 million, which is good for a district this size. Some of that fund balance will be used to purchase school buses and complete the restroom construction project. For debt service, there will be just under $5 million will be paid off in the coming year. Coonrod noted that the board may opt later in the school year to pay even more off early in order to save some interest costs.

Board approved the final budget amendment for 2024-2025.

Board approved giving the Superintendent the authority to execute the contract or choice by the district to pay recapture to the state.

Board approved the L.H. Rather Furniture Bid Package. The district received nine bids from seven vendors. Learning Environments is the recommended vendor. It is a family owned, Texas based company with a long history of working with Texas public schools. The finishes have not been selected yet and that will be completed after the bid is awarded. Representatives from the company the board hired to conduct this bid process reviewed photos of proposed furniture. Board members asked several questions.

Board approved another purchase over $50,000 - Promethean Boards, L.H. Rather Jr. High Construction Project.

Board approved delegating authority to the Superintendent to negotiate and execute all contracts related to repairing the storm damage at Finley-Oates Elementary, utilizing interlocal agreements/purchasing cooperatives as the delivery method, providing the best value to the District where necessary.

Board approved the 2025-2026 Board Meeting Schedule. The board will generally meet on the third Mondays.

The board went into Executive Session at 6:54 p.m. Pursuant to Texas Government Code section § 551.074, the board discussion will include personnel matters pertaining to evaluations, duties, terminations, replacements, reassignments, hiring, and additions to the staff. The board will discuss Personnel, consider the Superintendent's recommendations for Bonham High School, Assistant Principal and for Bailey Inglish Head Start Education Coordinator. The board will consider Employment of Professional Personnel and Employment Contracts of BISD Administrators.
Board returned to Open Session at 7:32 p.m.
Board approved all the reassignments and new hires as discussed in Executive Session, including the reassignment of Karli Fowler as Finley Oates Principal (previously Evans Principal), the promotion of Amanda Poormohammadi as Evans Principal (previously Evans Assistant Principal), new hire Mark Sevarino as Bonham High School, Assistant Principal and new hire Sandra Myer for Bailey Inglish Head Start Education Coordinator.
