REGULAR MEETING AGENDA
Call to Order
1. Consider and take action to approve the minutes of the November 10 th regular meeting and December 1st special meeting.
2. Consider and take action to accept the financial report for the month ending November 30, 2025.
3. Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council
from considering deliberations on any item not listed on the posted City Council Agenda.]
4. Presentation of plaque to Employee of the Quarter.
5. Consider and take action to accept the resignation of H Compton.
6. Oath of Office for Mayor administered by City of Bonham Municipal Court Judge Michael Evans.
7. Consider and take action to select Mayor Pro tem.
8. Oath of Office for Mayor Pro tem administered by City of Bonham Municipal Court Judge Michael Evans.
9. Hold public hearing and consider and take action on an Ordinance of the City Council of the City of Bonham, Texas, approving and adopting bylaws of the Board of Directors of Reinvestment Zone Number One, City of Bonham, Texas (the "Zone"); approving the final project and finance plan for the Zone; and providing a severability clause; and providing an effective date.
10. Hold public hearing and consider and take action on Ordinance of the City Council of the City of Bonham, Texas, approving and adopting bylaws of the Board of Directors of Reinvestment Zone Number Two, City of Bonham, Texas (the "Zone"); approving the final project and finance plan for the Zone; approving a tax increment reinvestment zone (TIRZ) economic development agreement between the City and Bonham Land Partners, LLC; and providing a severability clause; and providing an effective date.
11. Hold public hearing and consider and take action on an Ordinance amending the city’s zoning map and zoning ordinance and changing the zoning of certain property consisting of 37.9± acres located at the Southeast corner of State Highway 121 and US Highway 82 from Planned Development District (PD) to Planned Development – Thoroughfare District (PD-THOR) with modified development standards (Property ID 119761 & 135090)
12. Consider and take action on a resolution to approve a Concept Plan, Horse Apple Addition, Block A, Lots 1-6. Property ID# 119761 & 135090.
13. Consider and take action on a resolution to approve a Revised Site Plan, Wal-Mart Addition, Block 1, Lot 1. Property ID# 91326.
14. Discussion and staff direction regarding equipment needs for FY26 and financing options.
15. Consider and take action on a resolution approving actions of the Bonham Economic Development Corporation of the City of Bonham, which voted to approve the sale of 505 South Main Street, Bonham, Texas and 120 South 5 th Street, Bonham, Texas.
16. Consider and take action on a resolution approving actions of the Bonham Economic Development Corporation of the City of Bonham, which voted to approve a contract of sale and commercial lease agreement for 327 North Main Street, Bonham, Texas.
17. Consider and take action on a resolution approving actions of the Bonham Economic Development Corporation of the City of Bonham, which voted to approve a contract extension for the sale of 1940 North State Highway 121, Bonham, Texas.
18. Consider and take action on a resolution approving actions of the Bonham Economic Development Corporation of the City of Bonham, which voted to approve a performance agreement for Pura Vida Beach, LLC and/or assigns.
19. Adjourn
In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
