REGULAR MEETING AGENDA

Call to Order

1. Consider and take action to approve the minutes of the December 8 th regular meeting and the December 29th special meeting.

2. Consider and take action to accept the financial report for the month ending December 31, 2025.

3. Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]

4. Consider and take action on a resolution designating nominee(s) to the Fannin Central Appraisal District Board of Directors.

5. Hold public hearing and consider and take action on an Ordinance to rezone two (2) tracts of land; Case 2025-014

1. TRACT A: 3.0± acres FROM Single-Family Residential Dwelling District (R) TO Local Business District (LB). Property ID# 75909.

2. TRACT B: 19.7± acres FROM Single-Family Residential Dwelling District (R) and Manufactured Home Park District (MH-1) TO Multifamily Residential Dwelling District, Lower Density District (A-1). Property ID# 100768.

6. Hold public hearing and consider and take action on an Ordinance to amend Appendix 1 (Schedule of Uses), Appendix 2 (Definitions Associated with Schedule of Uses), and Article 11 (Special Uses) within Exhibit 14A (Zoning Ordinance) of the Code of Ordinances. Case 2025-015.

7. Hold public hearing and consider and take action on an Ordinance annexing 5.8± acres located on the north side of State Highway 56, 590± feet west of Spur 311. Property ID# 132527. REQUEST TO TABLE TO MARCH 9, 2026

8. Hold public hearing and consider and take action on an Ordinance to establish a Planned Development District (PD) with General Business District (B) as the base zoning district on one lot on 5.8± acres located on the north side of State Highway 56, 590± feet west of Spur 311. Property ID# 132527. Case 2025-016. REQUEST TO TABLE TO MARCH 9, 2026

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
