Texas launches $13 million statewide spay, neuter, and vaccination program to protect pets and communities

Austin, Texas -- Texas nonprofits, animal shelters, and local governments can now apply for funding through the state’s newly launched $13 million Texas Spay and Neuter Pilot Program (TXSNP). Administered by the Texas Department of State Health Services (DSHS), the pilot program provides direct grant funding to help communities reduce pet overpopulation and protect public health by supporting spay, neuter, and vaccination services for dogs and cats across the state.

“This is a historic investment by Texas lawmakers in both animal welfare and public health,” said Jaime Olin, Interim Executive Director of the Texas Humane Legislation Network. “By dedicating significant funds to this pilot program, the state is giving communities the resources they need to reduce pet overpopulation and protect Texans and animals alike.”

Who Can Apply for Funding

The Texas Spay and Neuter Pilot Program will provide direct financial support to organizations that deliver spay and neuter services for dogs and cats owned by, or in the custody of, Texas residents, rescue organizations, animal shelters, and government entities. All Texas counties are eligible, and funding will be awarded through an open enrollment process using a tiered approach to ensure resources reach both urban and rural underserved communities.

What the Funding Supports

In addition to spay and neuter services, grant funds may also support critical vaccination programs to help prevent the spread of infectious diseases such as rabies, toxoplasmosis, and leptospirosis. 

Over the past several months, THLN has worked with animal welfare and public health stakeholders statewide — including veterinarians, animal shelter professionals, rescue organizations, and local governments — to provide feedback to DSHS as the program’s funding structure, eligibility criteria, and reporting requirements were developed.

How to Apply for Funding

Organizations seeking funding should visit the Open Enrollment Opportunities webpage and filter by DSHS. Applicants must select HHS0016872 to download and complete the required documents. All completed applications and questions should be submitted via email to SNOE@dshs.texas.gov.

The Texas Spay and Neuter Pilot Program builds on recent legislation led by THLN, including the passage of Senate Bill 1568, which strengthens the Animal-Friendly License Plate Program and expands funding and public awareness for spay and neuter initiatives statewide.
