PUBLIC NOTICE

THE BONHAM CITY COUNCIL WILL BE MEETING FOR THE PURPOSE OF

REGULAR MEETING
 

DATE OF MEETING:  February 9, 2026


TIME OF MEETING:   5:30 P.M. – Regular Meeting

LOCATION OF MEETING:   Bonham City Hall – 514 Chestnut, Bonham, Texas

REGULAR MEETING AGENDA

Call to Order 

1.         Consider and take action to approve the minutes of the January 12th regular meeting.  

2.         Consider and take action to accept the financial report for the month ending January 31, 2026.  

3.         Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.] 

4.         Consider and take action to accept the resignation of Allen Sanderson. 

5.         Consider and take action on correcting Ordinance No. 1483 by replacing its exhibit. Case 2025-009. 

6.         Consider and take action on correcting Ordinance No. 1484 by replacing its exhibit. Case 2025-010. 

7.         Consider and take action on correcting Ordinance No. 1485 by replacing its exhibit. Case 2025-011 

8.         Consider and take action to approve an order calling for a general election to be held on May 2, 2026 to elect Council members from Ward Nos. 1 and 5.  

9.         Consider and take action to approve an order calling for a special election to be held on May 2, 2026 to elect a Council member from Ward No 4 and Mayor for an unexpired term. 

10.       Hold public hearing and consider and take action on an ordinance ordering a Special Election on proposed Charter Amendments to the Home Rule City Charter of the City of Bonham to be held on May 2, 2026. 

11.       Consider and take action on the following items related to the May 2, 2026 City of Bonham General and Special Election:

a)  Appoint the City Secretary as the Early Voting Clerk. 

b) Appoint Presiding Election Judge and Alternate, as well as Early Voting Ballot Board Presiding Judge and Alternate

c)  Designate two days for extended hour early voting from 7:00 a.m. – 7:00 p.m.  

d)  Designate the Bonham City Hall, 514 Chestnut St, as the polling place for both early voting and Election Day voting.  

12.       Discussion and guidance on items related to the May 2, 2026 election process.  

13.       Hold public hearing and consider and take action to adopt an Ordinance Authorizing the Issuance and Sale of City of Bonham, Texas Public Property Finance Contractual Obligation, Series 2026 in the Principal Amount not to exceed $1,350,000 to Fund the Acquisition of Vehicles and Equipment; Levying an Annual Ad Valorem Tax for Payment of said Obligation; Providing an Effective Date; and Enacting other Provisions relating to the Subject. 

14.       Consider and take action to approve budget amendments for the fiscal year ending on September 30, 2026. 

15.       Discussion and staff direction on field rental fees. 

16.       Consider and take action to approve an Interlocal Agreement between the City of Bonham and the Texoma Community Center to establish the terms and conditions under which the City and Center will collaborate for the provision of a Co Responder Program. 

17.       Receive 2025 Racial Profiling Report from the Bonham Police Department as required by Article 2.131 of the Texas Code of Criminal Procedure.  No action necessary.  

18.       Pursuant to chapter 551, Texas Government Code, the Council will convene into closed executive session to discuss the following:

(A.) §551.071(1): Attorney client consultation to seek legal advice to discuss matters related to the May special election and hosting polling places for other governmental entities

19.       Reconvene in open public session and take possible action on the matter discussed during closed session.

20.       Adjourn 

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act. 

The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
