Council approved the minutes of the February 9, 2026 regular meeting.

Council accepted the financial report for the month ending February 28, 2026. Sarah Osburn said that sales taxes were trending at 5.5% and the audit is on track to be completed soon. She stated it will be filed by the March deadline.

Citizens Opportunity to Speak:
Rusty Deets complained that trash cans are being left out in the street and not on the curb after being emptied. He reported that one day he followed a street sweeper that had to continually swerve down the road to avoid the trash cans in the road, thereby making the street sweeping ineffective and a waste of funds.
Another citizen spoke about the condition of Powder Creek Playground. She identified herself as a former local teacher and current stay-at-home mom. She noted that the playground equipment was in noticeable disrepair and not maintained well. She was concern for families using the playground equipment and had taken photos of the concerning parts. At the end of her speech, she gave a copy to city manager Sean Pate. She said that she and many other parents had noticed loitering adults in the area which has left families feeling uneasy about attending this playground. She said she is willing to assist to help fix the problems. She is willing to work alongside the parks and rec department, create Friends of Park organization and/or help seek out grants for the playground repair and maintenance. Pate said he appreciated her bringing this to his attention.

Council approved an Order of Cancellation declaring the unopposed candidates Jerrad Besch for Council Member Ward No. 1 and Ernie Quintana for Council Member Ward No. 5 duly elected and providing that the May 2, 2026 General Election shall not be held.

Council approved an Order of Cancellation declaring the unopposed candidates Jason Wolf Laughing for Council Member Ward No. 4 - Unexpired Term, and Allen Sanderson for Mayor - Unexpired Term, duly elected and providing that the May 2, 2026 Special Election to Fill a Vacancy shall not be held.

Council approved a Resolution to approve a Service Plan Agreement for municipal services for 150.1± acres in the Extraterritorial Jurisdiction (ETJ), located on the north side of Silo Road, 1,120± feet west of County Road 1554. Ross Altobelli explained that the city will provide city services such as fire, police and utility services if the area is annexed. Mayor pointed out that this will help the city have more homes in city limits, which will bring in additional tax dollars, which will ultimately allow the city to reduce the tax rate.

Council held a public hearing and then approved an Ordinance to Annex 150.1± acres located on the north side of Silo Road, 1,120± feet west of County Road 1554. Property ID# 78868 and portion of Property ID# 78867.

Council held a public hearing and then approved an Ordinance to rezone a property to Planned Development District (PD) with Single-Family Residential Dwelling District (R) as the base zoning district (PD-R) on 150.1± acres located on the north side of Silo Road, 1,120± feet west of County Road 1554. Property ID# 78868 and portion of Property ID# 78867. Case 2025-017. Altobelli said the city received no responses to the rezoning request. He described that the development will have a majority of 50 foot lots, along with some 40 foot and 60 foot lots. The development will have amenities including five common area lots that will be open for anyone to use. There will also be a clubhouse, pool, splash pad, playground for younger kids, landscaping buffer and a trail system for hiking and biking. The development will eventually include 624 homes, built in four phases across 150 acres. The development will have a Homeowners Association which will be responsible for maintaining the common areas, trail, landscaping, and other amenities.

Council did not hold a public hearing and took no action on an Ordinance to annex 5.8± acres located on the north side of State Highway 56, 590± feet west of Spur 311. Property ID# 132527. Altobelli said that the developer had several things to work out and he anticipated that this request would be brought before the council at their April meeting.

Council did not hold a public hearing and took no action on an Ordinance to establish a Planned Development District (PD) with General Business District (B) as the base zoning district on one lot on 5.8± acres located on the north side of State Highway 56, 590± feet west of Spur 311. Property ID# 132527. Case 2025-016. Altobelli said this item would likely be on the council agenda for April.
