
The Distinguished Budget Presentation Award represents the highest level of achievement in governmental budgeting and reflects UTRWD’s ongoing commitment to transparency, accountability, and sound financial planning. To receive the award, budget documents must meet nationally recognized guidelines for effective budget presentation and be rated “proficient” across all required criteria.
“This recognition reflects the dedication of our staff and Board to maintaining the highest standards in financial planning,” says Larry N. Patterson, UTRWD’s Executive Director. “Our budget is more than a financial document; it’s a tool for identifying planning responsibilities, communicating clearly, and ensuring for the communities comprising the district long-term reliable water and wastewater service.”
According to GFOA, award-winning budgets demonstrate how an organization’s financial plan functions as a policy document, operational guide, and communication tool for the public.
More than 1,900 governmental entities across North America participate in the GFOA Budget Awards Program. Recipients are recognized for advancing best practices in public finance and for setting a strong example of effective governmental budgeting.
UTRWD’s FY 2025–2026 budget reflects UTRWD’s continued focus on long-term financial sustainability while responding to the rapidly increasing growth across its service area.
The Government Finance Officers Association advances excellence in government finance by providing best practices, professional development, and resources to more than 25,000 members and the communities they serve.
About the Upper Trinity Regional Water District
Upper Trinity is a regional water district created by the Texas Legislature in 1989 for the benefit of cities and utilities in the Denton County area. Its mandate is to develop regional plans for water services, and to provide both water and wastewater services on a wholesale basis to cities and utilities within its service area, including all of Denton County and portions of Dallas and Collin Counties.
