
Before joining Anna, Perez served as City Manager of Palmdale, California, where she led citywide operations and advanced key initiatives in infrastructure, community services and organizational performance for a large and diverse municipality.
“Ronda is the right leader for Anna at the right time,” said Mayor Pete Cain. “Her depth of experience, high standards and community‑centered approach will help us advance key priorities while protecting the values that make Anna special.”
As City Manager, Perez will work closely with the City Council to carry out its goals, oversee daily operations and deliver priority projects that support responsible growth and quality of life. She emphasizes open communication, engaged leadership and a culture of service that keeps progress aligned with the needs of neighbors and businesses.
“I am grateful for the opportunity to serve the City of Anna,” Perez said. “Anna is a community with heart, momentum and a bright future. I am excited to work with Mayor Cain, the City Council, our dedicated staff and our neighbors as we shape a thoughtful and exciting new chapter. My focus is to strengthen what makes Anna unique while preparing us for the opportunities ahead.”
Perez earned a Master of Science in Criminal Justice from California State University Long Beach and dual Bachelor of Arts degrees in Political Science and in Criminology, Law and Society from the University of California Irvine. She is a graduate of the Harvard Kennedy School program for state and local government leaders and holds the ICMA Credentialed Manager designation, earned in 2024.
Perez and her husband, Anthony, a veteran with more than twenty‑five years of service in the United States Air Force, are the parents of Vincent and Isabella.
