Bonham, Texas -- Bonham Mayor Allen Sanderson presided over a regular meeting of Bonham City Council on Monday, July 13, 2026, with councilmembers Sam Fox, Kevin Hayes, Jason Wolf Laughing, Ernie Quintana and Jerrad Besch present; Clark Smith was absent.

The meeting opened with an invocation by Mark Posey.

City council approved minutes of a regular meeting on June 8, 2026.

City Council accepted the financial report for the month ended June 30, 2026. Sarah Osburn, Director of Administrative Services, notified councilmembers that sales tax revenue is running slightly less than budgeted.

In the segment of the meeting reserved for citizens to speak, Victor Davis called the local airport manager "a fox in charge of the henhouse," claiming that the airport manager violates Federal Aviation Regulation (FAR) Part 91 statutes that specify minimum safe altitudes and he offered to produce photographs as evidence.

Minimum Safe Altitudes (§ 91.119): Except for takeoff and landing, aircraft must maintain an altitude of at least 1,000 feet above the highest obstacle over congested areas, or 500 feet above the surface in other than congested areas.

Davis expressed concern that complaints to the FAA may result in a call to the airport that is answered by the airport manager and he believes that the airport manager picks the oversight committee.

"Do your due diligence and revoke his position," Davis remarked.

City council re-appointed Michael Evans as City of Bonham Municipal Judge.

City council reappointed Rusty Deets and Warren Jamieson to the Planning and Zoning Commission, and appointed H. Compton to the commission.

City council appointed 10 people to the Comprehensive Plan Advisory Task Force: Allen Sanderson (Mayor), Ernie Quintana (Council), Mike Bankston (P&Z), Samantha Lumpkins (Chamber), Hilary Holderer (Resident), Clark Smith (Council), Justina Silwood, Dr. Lance Hamlin (Bonham ISD), Richard Osburn (Resident) and a Bonham ISD Trustee to be named later.

City council went into public hearing in accordance with Section 372.009, Local Government Code, regarding the proposed creation of the Legacy Ridge Public Improvement District.

City council adopted a Resolution of the City of Bonham, Texas Authorizing and Creating the Legacy Ridge Public Improvement District in Accordance with Chapter 372 of the Texas Local Government Code; Providing for Related Matters; and Providing an Effective Date.

City council continued the public hearing to consider testimony and act upon an Ordinance designating a geographic area that is partially within the corporate limits of the City and partially within the extraterritorial jurisdiction of the City as a reinvestment zone, to be known as Reinvestment Zone Number Four, City of Bonham; describing the boundaries for the Zone; creating a Board of Directors for the Zone and appointing Directors to the Board; establishing a Tax Increment Fund for the Zone; containing findings related to the creation of the Zone; providing for a date of termination for the Zone; providing that the Zone take effect immediately upon the passage of the Ordinance.

Bonham City Council approved an Ordinance of the City Council of the City of Bonham, Texas, approving and adopting bylaws of the Board of Directors of Reinvestment Zone Number Three, City of Bonham, Texas (the "Zone"); authorize the execution of an agreement with Fannin County for their participation in Reinvestment Zone Number Three, City of Bonham, Texas; approving the final project and finance plan for the Zone; and providing a severability clause; and providing an effective date.

The program encourages water and energy conservation by allowing industrial, commercial and multifamily property owners to access low-cost, long-term financing for upgrades.

City council held a public hearing and discussed an Ordinance to amend Chapter 3 (Building Regulations) by adding new regulations, standards, and fees for Rental Housing registration and inspections within the Bonham Code of Ordinances.

Property owners are encouraged to contact city staff regarding the new regulations, standards and fees for Rental Housing registration and inspections.

Expect another public hearing on this agenda item next month after the public provides input.
