Public comment period on Draft 2027 State Water Plan now open

Austin, Texas (April 16, 2026) -- The Texas Water Development Board (TWDB) today authorized publication of the Draft 2027 State Water Plan for public comment, signaling the Board’s intent to adopt the 2027 State Water Plan later this year.

 

The public comment period opens Thursday, April 16, and the TWDB will receive public comments on the draft plan until 5:00 p.m. on May 29. The Board will also receive comments during a public hearing at 1:00 p.m. on Wednesday, May 27, in room 170 of the Stephen F. Austin Building (1700 North Congress Avenue, Austin) and online. Information on how to attend can be found on the TWDB website.

 

Stakeholders may submit written comments via an online form.

 

The Draft 2027 State Water Plan incorporates approximately 6,700 recommended water management strategies and 3,000 recommended projects from the 2026 Regional Water Plans that were approved by the Board in January.


The draft plan was developed using a twophased approach to meet the 2026 State Water Implementation Fund for Texas (SWIFT) commitment deadline, while also preserving additional time to produce a more robust final plan by the statutory deadline of January 5, 2027.


The initial draft document provides a streamlined set of core elements required by statute and administrative rule. A subsequent enhanced version of the 2027 State Water Plan, the first amendment to the plan, is anticipated for completion in the fall of 2026 and will provide more expansive and informative content. That amendment will also include its own formal public comment period.
