REGULAR MEETING AGENDA
Call to Order
1. Hold public hearing and consider and take action on an Ordinance adopting the amendments to the Home Rule Charter approved by the qualified voters of the City of Bonham, Texas, at a Special Election held on May 2, 2026; canvassing the election returns; declaring the election results; and providing for recordation and certification of the Charter Amendments as required by Texas Law.
2. Oath of Office for Council Members Elect administered by City of Bonham Municipal Court Judge Michael Evans.
3. Consider and take action to select Mayor Pro tem.
4. Oath of Office for Mayor Pro tem administered by City of Bonham Municipal Court Judge Michael Evans.

7. Consider and take action to approve the minutes of the April 13 th regular meeting and the April 30th special meeting.
8. Consider and take action to accept the financial report for the month ending April 30, 2026
9. 10. Consider and take action on a Resolution to approve a Site Plan, Hunter Terrace Second Installment, Block 4, Lot 1R. Property ID# 91995.
11. Consider and take action on a Resolution establishing a Comprehensive Plan Advisory Task
Force.
12. Consider and take action to appoint an individual to the Heritage Architectural Review Committee.
13. Consider and take action to appoint an individual to the Board of Adjustment.
14. Consider and take action to adopt a resolution reviewing and approving the City of Bonham Investment Policy.
15. Review and take action to approve Texas Connect as an additional liquidity option for increased diversification and yield.

Consider and take action to adopt a Resolution accepting a Petition to Create Legacy Ridge Public Improvement District; Setting a Public Hearing under Section 372.009 of the Texas Local Government Code to be held on June 8, 2026 on the Advisability of the Creation of Legacy Ridge Public Improvement District and Improvements within the City of Bonham, Texas; and Authorizing the Issuance of Notice by the City Secretary of Bonham, Texas, regarding the Public Hearing; Providing a Severability Clause; and Providing an Effective Date.
17. Consider and take action to adopt a Resolution setting a Public Hearing under Chapter 311 of the Texas Tax Code (Section 311.003) to be held on June 8, 2026 on the Creation of Legacy Ridge Tax Increment Reinvestment Zone within the City of Bonham, Texas; and Authorizing the Issuance of Notice by the City Secretary of Bonham, Texas, regarding the Public Hearing; Providing a Severability Clause; and Providing an Effective Date.
18. Hold public hearing and consider and take action on establishing guidelines and criteria governing tax abatement agreements.
19. Consider and take action on a Resolution supporting nomination of two Opportunity 2.0 zones for the City of Bonham and Fannin County, Texas.

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
