REGULAR MEETING AGENDA
Call to Order
1. Consider and take action to approve the minutes of the June 8th regular meeting.
2. Consider and take action to accept the financial report for the month ending June 30, 2026
3. Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]
4. Recognize employee of the quarter from the second quarter of 2026
5. Consider and take action to re-appoint City of Bonham Municipal Judge.
6. Consider and take action to appoint or reappoint individuals to the Planning and Zoning Commission.
7. Consider and take action to appoint individuals to the Comprehensive Plan Advisory Task Force.
8. Continue public hearing in accordance with Section 372.009, Local Government Code, regarding the proposed creation of the Legacy Ridge Public Improvement District.
9. Consider and take action to adopt a Resolution of the City of Bonham, Texas Authorizing and Creating the Legacy Ridge Public Improvement District in Accordance with Chapter 372 of the Texas Local Government Code; Providing for Related Matters; and Providing an Effective Date.
10. Continue public hearing to consider testimony and act upon an Ordinance designating a geographic area that is partially within the corporate limits of the City and partially within the extraterritorial jurisdiction of the City as a reinvestment zone, to be known as Reinvestment Zone Number Four, City of Bonham; describing the boundaries for the Zone; creating a Board of Directors for the Zone and appointing Directors to the Board; establishing a Tax Increment Fund for the Zone; containing findings related to the creation of the Zone; providing for a date of termination for the Zone; providing that the Zone take effect immediately upon the passage of the Ordinance.
11. Consider and take action on an Ordinance of the City Council of the City of Bonham, Texas, approving and adopting bylaws of the Board of Directors of Reinvestment Zone Number Three, City of Bonham, Texas (the "Zone"); authorize the execution of an agreement with Fannin County for their participation in Reinvestment Zone Number Three, City of Bonham, Texas; approving the final project and finance plan for the Zone; and providing a severability clause; and providing an effective date.
12. Briefing on the Texas PACE Act and process to establish City of Bonham PACE Program.
13. Consider and take action on a Resolution of Intent to establish the City of Bonham PACE Program
14. Hold public hearing and consider and take action on an Ordinance to Annex 25.320± acres of land into the City’s corporate boundaries generally located on the northwest corner of U.S. Highway 82 and Country Club Road. Applicant MMS Bonham Partnership LLC. Property ID#’s 100468, 72967, and portions of Property ID#’s 72951 and 140185.
15. Consider and take action on a Resolution to approve a Service Agreement for municipal services for 25.320± acres in the Extraterritorial Jurisdiction (ETJ), generally located on the northwest corner of U.S. Highway 82 and Country Club Road. Applicant MMS Bonham Partnership LLC.
16. Hold public hearing and consider and take action on an Ordinance to Zone and Rezone properties to a Planned Development District (PD) with Single-Family Residential Dwelling District (R) as the base zoning district. Development area consists of 105.9± acres located at the southwest corner of U.S. Highway 82 and Country Club Drive. Case 2026-003. Applicant MMS Bonham Partnership LLC. Property ID#’s 137185, 79833, 100468, 72967, and portion of Property ID#’s 140185 & 72951.
17. Consider and take action on a Resolution to approve a Concept Plan, Legacy Ridge Phase 4. Applicant MMS Bonham Partnership LLC. Property ID#’s 137185, 79833, 100468, 72967, and portion of Property ID#’s 140185 & 72951.
18. Hold public hearing and consider and take action on an Ordinance to rezone one lot to entirely Central Business District on 1.1± acres located at the northwest corner of W. 6 th Street and Willow Street. Case 2026-004. Applicant: Roger & Karen Schutt. Property ID# 93461.
19. Hold public hearing and consider and take action on an Ordinance to amend Chapter 3 (Building Regulations) by adding new regulations, standards, and fees for Rental Housing registration and inspections within the Bonham Code of Ordinances.
20. Consider and take action on an appeal to the City Council on the denial of exceptions to the city’s Landscape Regulations. Applicant: Dean Investment LLC. Property ID# 83548.
21. Consider and take action to approve a facilities condition assessment and programming study proposal with Huitt-Zollars.
22. Consider and take action on a revised Agreement for Professional Services with Hayter Engineering for engineering services related to FEMA Disaster Declaration DR-4485 and authorize the City Manager to execute the agreement and any related documents.
23. Adjourn
In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
