REGULAR MEETING AGENDA
Call to Order
1. Consider and take action to approve the minutes of the July 13th regular meeting and August 5th special meeting.
2. Consider and take action to accept the financial report for the month ending July 31, 2026
3. Citizens Opportunity to Speak – All comments shall be made from the podium. Please state your name and address for the record. Citizens’ comments are governed by the City of Bonham Code of Ordinances Sec. 1.02.031. Local practice limits comments to a maximum of three (3) minutes:
(a) Citizen Comments: The City Council invites people with comments or observations to briefly address the City Council on topics not already scheduled for public hearing or on the agenda for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda.
The Texas Open Meetings Act prohibits the City Council from discussing, considering, or deliberating on any item not listed on the posted City Council Agenda, other than to make statements of specific factual information in response to a citizen’s inquiry or to recite existing policies.
(b) Agenda Item Comments: The City Council invites people to speak to the Council when an agenda item is presented by City Staff. The Texas Open Meetings Act allows, but does not require, the City Council members to respond to citizen comments on an agenda item.
4. Consider and take action to appoint or reappoint individuals to the Board of Adjustments.
5. Consider and take action on an Ordinance to amend Chapter 3 (Building Regulations) by adding new regulations, standards, and fees for Rental Housing registration and inspections within the Bonham Code of Ordinances.
6. Conduct a Public Hearing on the proposed City of Bonham PACE Program.
7. Consider and take action on a Resolution to Establish the City of Bonham PACE Program.
8. Consider and take action to approve a Services Agreement with Texas PACE Authority to administer the City of Bonham PACE Program.
9. Consider and take action on an Ordinance to amend Chapter 6 (Health and Sanitation) of the Bonham Code of Ordinances by adding new regulations allowing for the adoption of fees to defray costs of collecting certain unpaid municipal liens within the Bonham Code of Ordinances.
10. Consider and take action on a Resolution to approve a contingent fee contract with Perdue Brandon Fielder Collins & Mott LLP for the collection of delinquent municipal liens owed to the City of Bonham and notice of said contract is posted with the agenda in accordance with Section 2254 of the Government Code.
11. Consider and take action on a Resolution to approve a Site Plan, Horse Apple Addition, Block A, Lot 4. Portion of Property ID# 119761.
12. Direction/feedback on proposed fiscal year 2026-2027 annual budget

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
