Call to Order/Invocation
1. Citizen Opportunity to Speak: – All comments shall be made from the podium. Please state your name and address for the record. Citizens’ comments are governed by the City of Bonham Code of Ordinances Sec. 1.02.031. Local practice limits comments to a maximum of three (3) minutes:
(a) Citizen Comments: The City Council invites people with comments or observations to briefly address the City Council on topics not already scheduled for public hearing or on the agenda for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. The Texas Open Meetings Act prohibits the City Council from discussing, considering, or deliberating on any item not listed on the posted City Council Agenda, other than to make statements of specific factual information in response to a citizen’s inquiry or to recite existing policies.
(b) Agenda Item Comments: The City Council invites people to speak to the Council when an agenda item is presented by City Staff. The Texas Open Meetings Act allows, but does not require, the City Council members to respond to citizen comments on an agenda item.

4. Consent Agenda
All items listed under the consent agenda are considered routine and are recommended to the City Council for a
single vote approval. If discussion of any item on the consent agenda is desired, the item may be removed from the consent agenda and placed on the regular agenda for a separate vote.
A. Consider and take action to approve the minutes of the August 10th regular meeting, August 10th special joint meeting with the Planning and Zoning Commission, and August 14th special meeting and August 17th special meeting.
B. Consider and take action to accept the financial report for the month ending August 31, 2026
C. Consider and take action to authorize the City Manager to execute the FY27 Texas Department of Transportation Grant for the Routine Airport Maintenance Program (RAMP Grant).
Regular agenda
5. Discuss, consider and act upon ratification of a Memorandum of Agreement, 287(g) Task Force Model between the city and United States Immigration and Customs Enforcement (ICE) for the Bonham Police Department officers to be trained and perform certain functions of an immigration officer under the direction and supervision of ICE within the BPD jurisdiction.
6. Consider and take action to adopt an Ordinance of the City Council of the City of Bonham, Texas amending Chapter 3 (Building Regulations), within the Bonham Code of Ordinances for the purpose of adopting rental housing registration fees and rental housing regulations; providing for an effective date; and, providing for a penalty clause.
7. Consider and take action to approve Resolution 09142026.1 authorizing budget amendments for
FY2026.
8. Consider and take action to approve Resolution 09142026.2 authorizing the City Manager to execute agreements for certain improvements at Jones Field Airport in Bonham, Texas and requesting financial assistance from the Texas Department of Transportation for these improvements.
9. Consider and take action on an Ordinance of the City Council of the City of Bonham, Texas amending the Code of Ordinances of the City of Bonham at Chapter 13 titled “Utilities”, Article 13.03 titled “Water and Sewers” Division 2 titled “Rates and Charges” Section 13.03.044 titled “Monthly Rates for Water Service” and Section 13.03.045 titled “Monthly Rates for Wastewater Service” to update the water and monthly water and wastewater service rates; Providing a Repealing Clause; Providing a Savings Clause; Providing a Severability Clause; Providing Proper Notice and Meeting Clause; and Providing for an Effective Date.
10. Consider and take action to approve the revised City of Bonham Personnel Policy.

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
