Fannin County Commissioners Court sets plans for Annual Employee Banquet

Fannin County, Texas -- All five members of Fannin County Commissioners Court were present for a regular meeting held Tuesday, November 12, 2024.

The meeting opened with an invocation by Cary Kinnaird, pastor of Corinth Baptist Church, and pledges were led by Major James Manis (Ret.).

Fannin County Judge Newt Cunningham introduced Pct. 1 Commissioner-elect, Troy Waggoner in attendance.

In public forum, Fannin County Clerk Jenny Garner gave a summary of the 2024 general election and thanked poll workers who went "above and beyond."

Commissioners court approved payment of bills totaling $304,845.86 payroll was $409,939.27

Commissioners court approved minutes from regular meetings held November 7, 2023; February 6, 2024; February 13, 2024; February 20 2024; July 2, 2024; and November 5, 2024.

Report of monies collected by the Justice of the Peace Precinct 1 office for October 2024; $16,372.10.

Report of monies collected by the Justice of the Peace Precinct 2 office for October 2024; $5,140.10.

Report of monies collected by the Justice of the Peace Precinct 3 office for October 2024; $5,574.17.

Discussion, consideration and action items:

Commissioners court passed on an agenda item regarding Bois d’Arc Lake Zoning Commission’s recommendation of a Special Exception application to reduce road frontage from 100’ to 0’ and allow for a 30’ access easement instead; 1 acre lot on CR 2745 in Windom, Property ID# 84517.

Commissioners court approved the preliminary plat for Bridgewater Subdivision; 53 one-or-more-acre lots on 80.99 acres on CR 2945 in Dodd City, Property ID# 75376.

Commissioners court approved the Employee Banquet being held on December 23, 2024 at the Multipurpose Complex from 12:00 p.m. – 2:00 p.m. and to allow county offices to close after the banquet.

Judge Cunningham thanked the City of Bonham for allowing the county to use the Multipurpose Complex for free.

The county will buy the provisions and 7th & Main Baptist Church has volunteered to prepare the meal.

Commissioners court passed on an agenda item regarding the addition of three additional licenses for iCrimeFighter software for the District Attorney’s office at a one-time cost of $500 per license.

Commissioners court approved an Interlocal Agreement for Road Maintenance between Fannin County and the Town of Ravenna.

Commissioners court approved Fannin County paying for razor wire for the South Annex Jail to be reimbursed by LaSalle/BAS Construction; $64,711.68 plus any tax.

Concertina wire must be purchased by a governmental entity.

Commissioners court denied voluntary payment of $2.00 more per month on the Windom Building water bill to the Town of Windom as a donation to the Honey Grove Volunteer Fire Department (501C3).

In regard to courthouse repairs and litigation, Judge Cunningham said the county is pushing to get repairs done, although contractors seem to be slowing down.

The Fannin County Water Supply Agency will meet Thursday, November 14 at Derrell Hall Education Center.

In regard to Fannin County road issues, Cunningham said the county needs to develop a five-year plan.

In regard to Emergency Medical Services, Cunningham said Allegiance will give commissioners court a detailed report monthly.
