Sprinklers should be turned OFF for the winter since plants are nearing dormancy and won’t need additional water. 

Turning sprinklers off keeps your winter water usage lower, which keeps your sewer rate lower for the coming year. This wastewater/sewer winter averaging is done every year by your local utility that you receive your water bill from.
